SENATOR Sherwin “Win” Gatchalian is seeking reforms to improve the quality assurance and analysis of test items in the Board Licensure Examination for Professional Teachers (BLEPT).
Under Senate Bill 52, which seeks further amendments to the Philippine Teachers Professionalization Act of 1994 (Republic Act No. 7836), Gatchalian is pushing for the release of licensure examination questions and answers to the Teacher Education Council (TEC), which is mandated to improve the quality of teacher education and training in the country.
“This will enable the TEC to do a deeper analysis on the issues and problems being experienced by our Teacher Education Institutions. It’s important for the TEC to have information on the results of the licensure examinations so they can make the appropriate recommendations on how to adjust our curriculum,” said Gatchalian.
He also proposed requiring the release of the licensure examination test questions and corresponding answers, including the performance of Teacher Education Institutions (TEIs), within 15 days from the release of the results.
The Second Congressional Commission on Education (EDCOM II) also proposed engaging qualified test item writers, reviewers, and assessment experts with relevant training in curriculum standards and educational assessment.
