A nearly day-long delay in conducting a sobriety test has posed challenges to the ongoing investigation of the fatal hit-and-run case that killed businessman Kingston Ralph Cheng, the National Bureau of Investigation–Central Visayas Regional Office (NBI-CEVRO) said.
