THE House Committee on Women and Gender Equality on Wednesday welcomed the recent Supreme Court (SC) ruling recognizing that same-sex couples who live together may be considered co-owners of property under Article 148 of the Family Code, provided there is proof of actual contribution.
The panel described the decision as a significant step toward fairness and inclusivity, saying it affirms that contributions made within relationships — regardless of gender — deserve legal recognition.
“This landmark Supreme Court ruling is a powerful victory for justice and equality in our country. It clearly says that the law must protect ALL Filipinos, no matter their gender or who they love. Even without legal marriage, same-sex partners who have faithfully built a life together, worked hard, and sacrificed for their shared home and future deserve fair recognition of their contributions to property. This decision upholds the ‘dangal’ of couples in the LGBTQ+ community who are part of our own Filipino families. It is a reminder that progress is possible when we listen to real lives and real struggles and it calls on Congress to step up and pass stronger laws that ensure true fairness, dignity, and respect for everyone,” Committee Chairperson Ann Matibag of Laguna said.
The committee underscored that while the judiciary has taken what it called a vital step, the responsibility now rests with Congress to ensure that legislation keeps pace with evolving values and realities.
Protecting the rights of same-sex couples in matters of property, family and individual freedoms, the panel said, is not only a question of justice but also of human dignity.
The Committee on Women and Gender Equality said it remains steadfast in championing laws that reflect what it described as the heart of the Filipino people — compassion, justice and equality for all.
